A principal at Legacy Group, John is also an accomplished former State Legislator.  He was elected to the House seat in 1994 when he was just 27 years old.  In 2000 he was part of a historic switch in Party control and became the youngest Senator at 33.  Loudon developed a reputation for creative thinking and problem solving. 


John's work has landed numerous national and international appearances including the BBC, several appearances on Fox News, CNN, the New York Times, Chicago Tribune and Newsweek.


Loudon is credited with passage of two bills numbered SB1 in the same year.  This has probably never been done anywhere.  SB 1 in the first Session of 2005 was the rewrite of Missouri’s entire workers’ compensation law.  SB 1 in the “Special” Session of 2005 was a landmark parental consent law making Missouri the only state to extend this protection.

BUSINESS AND INSURANCE


SB 1 workers’ compensation law re-write:  Missouri employers were saddled with steadily increasing statewide insurance premium averages.  Beginning the first year after passage of SB1, the largest insurer in the state reported an average insurance premium decrease of 5%, a trand that has continued.

HB 818 health insurance reform (Senate author of the House bill):  tax deduction for health insurance premiums, lets individual policyholders enjoy the same tax deductibility as businesses.  Created landmark portability for employees switching jobs.  Decriminalized the practice of midwifery:

PROTECTING CHILDREN AND FAMILIES


SB 1 (Special Session of 2005) Parental Consent Law:  landmark privilege enjoyed only by parents in Missouri

HB 1698 Internet Cyber Crimes Grant Program:  Loudon authored and inserted many key landmark provisions including enacting the first in the nation State fund for pursuit of cyber predators.

HB 818 Sammy’s law:  Missouri became the first state with Loudon’s authoring and inserting protections for children with down syndrome.

SB 714 Sexual Predator Legislation:  The last bill passed in 2008, at the closing minutes of the House Session, this was also the crowning achievement making Missouri a national leader as one of the most dangerous states for child predators to operate.  This legislation brought the Internet Crimes against Children Grant program (cyber predator grant program) funding to $3 million.

SB 932 $3 million funding for ICCG program:  So important Loudon passed it twice. This bill also revised the 10 day search warrant rule.

Missouri’s SLAAP law (2004).  An important protection for free speech, the legislation is nick named because it blocks legal actions stifling speech dubbed Strategic Litigation Against Public Participation.

Authored Missouri’s George Washington Carver Highway Designation

Designated April 6th as Scottish Tartan Day in Missouri:  Honors the Scottish Holiday commemorating the signing of the Declaration of Arbroth.  This declaration is considered to be a guiding document for the American Declaration of Independence.

Year of Manufacture License Plate Bill:  Allowed old car hobbyists in Missouri to use antique license plates matching the vintage of their cars.

Cyber Crime Summit 2007

Brought together the top law enforcement and child protective advocates together with internet service providers and anti-pornography groups to expose and close every loophole in the safety net for children.
